二 | 修订草案二审稿还增加规定：银行业金融机构从业人员违反本法规定，造成存款人和其他客户损害的，银行业金融机构应当依法承担民事责任。 金融监管既要管合法更要管非法。为便于打击非法金融活动，修订草案二审稿明确银行业监督管理机构对非法金融活动进行查处时可以采取相关措施。
